One point of accountability
We coordinate the whole chain so the client does not have to manage disconnected parties.
Development · Advisory · Institutional Relations
One accountable local partner to identify opportunities, structure and develop projects, coordinate delivery, and navigate the institutions and professional teams every investment depends on.
About PEAKS
PEAKS Montenegro began as a special-purpose company for the development of a five-star hotel project. That experience exposed every link in the development chain: land, planning, environmental requirements, design, permits, financing, operators and institutions.
Today, we apply that development discipline to investors and companies across Montenegro. We can answer one defined question, manage a single project phase, or coordinate the full journey from opportunity to a completed and registered asset.

Nikola Medenica is a Montenegro-based executive and project developer whose career spans leadership of national and local institutions, delivery of large public programmes, tourism, hospitality and private investment development. He led Montenegro’s Agency for Nature and Environmental Protection from 2017 to 2021, following his earlier role as Director of the Kolašin Local Tourism Organisation. He also built a notable political career, beginning as a councillor in the local parliament of his hometown, Kolašin, and later taking on senior political leadership roles.
His business value lies in turning a complex investment concept into an executable project: assessing land and planning conditions, coordinating experts and public institutions, managing environmental requirements and advancing development through decision-making and delivery. Since 2021, he has worked on projects in tourism, real estate and industry.
As Agency Director, Nikola led a national institution with a large team of civil servants and external specialists, a substantial annual operating budget and responsibility for major internationally financed programmes. He directed institutional priorities, personnel and multidisciplinary teams while overseeing financial management, procurement, regulatory work and cooperation with government bodies and international partners.
As Director of the Agency, the government institution responsible for implementing Montenegro’s Industrial Waste Management and Cleanup Project, Nikola was accountable for the delivery of a programme financed through a €50 million World Bank loan. He directed implementation planning and procurement, monitored contracts and progress, coordinated contractors and technical teams, and led reporting and ongoing communication with the Government of Montenegro and the World Bank.
In the private sector, Nikola has gained extensive experience in the development of high-category hotel projects, including site assessment, development concepts, interpretation of spatial-plan parameters, technical preparation, permitting strategy and engagement with prospective international hotel operators. This experience complements his institutional leadership and enables him to coordinate commercial, regulatory and environmental workstreams throughout the development process.
Interpreting spatial and urban plans has been a recurring part of Nikola’s professional work in both public administration and private development. He assesses permitted uses, development parameters and constraints, and translates planning provisions into realistic options for land, hospitality and real-estate projects. His biology degree and environmental management background also support EIA and SEA work and the early identification of environmental constraints.
His work has involved municipalities, central government, the World Bank, European institutions and technical partners. During his Agency leadership, he signed a memorandum of understanding with the European Environment Agency to strengthen cooperation and reporting capacity. He also supported the development of Natura 2000 data and environmental information systems.
At PEAKS, Nikola applies this combination of executive leadership, hotel development and regulatory expertise to market entry and investment projects in Montenegro. He helps clients evaluate opportunities, interpret planning and environmental requirements, assemble local teams, engage institutions and coordinate delivery from concept through implementation.
Institutional roles, organisational scale, financial responsibilities, World Bank project structure and political offices were checked against public records. The €50 million figure refers to the financing of the overall government project. Private hotel development and specialist planning work are based on information supplied by Nikola Medenica.
Danilo Medenica is a Montenegro-based senior advisor with nearly two decades of experience in public administration, executive management, project development, infrastructure, spatial planning, institutional relations and strategic advisory.
His professional career combines senior experience in local government with extensive involvement in the development and coordination of public-sector and private-sector initiatives, providing him with a strong practical understanding of Montenegro’s institutional, administrative, regulatory and development environment.
His experience is particularly relevant to investors, developers, international institutions and professional services firms seeking a senior local advisor with a comprehensive understanding of Montenegro’s institutional environment, administrative procedures, spatial-planning system, infrastructure priorities and stakeholder landscape.
His principal strength is the ability to connect technical project requirements with the institutional realities of Montenegro—coordinating between municipalities, ministries, government institutions, consultants, investors and other stakeholders.
During his executive career in local government as Vice President of the Municipality of Kolašin from 2018 to 2022, Danilo was involved in strategic municipal development, infrastructure planning, spatial and urban planning, tourism development and coordination of initiatives requiring cooperation between local authorities, the Government of Montenegro, ministries and other public institutions. This experience gave him a detailed understanding of government decision-making, administrative procedures, stakeholder management and the practical process of advancing development initiatives through the institutional system.
His expertise extends to project development and coordination, infrastructure development, spatial and urban planning, government and institutional advisory, EIA and ESIA, SEA and SPU processes, sustainable tourism, regional development and stakeholder relations. He has also led and coordinated multidisciplinary professional teams involving experts from environmental sciences, engineering, planning, economics and other fields.
Danilo has extensive experience working with government institutions, ministries, municipalities, public agencies, international consulting firms, development partners, foreign investors and diplomatic representatives. He has participated in high-level institutional and bilateral engagements, giving him a strong understanding of the interface between international project requirements and Montenegro’s local administrative and regulatory environment.
His earlier professional background in biology and the management of protected natural areas, culminating in his appointment as Director of Biogradska Gora National Park in 2011, provides an additional foundation in environmental protection, natural-resource management and sustainable development. This complements his broader expertise in infrastructure, planning and project development.
In the private sector, Danilo contributes his senior management experience, institutional knowledge and extensive understanding of Montenegro to support clients in navigating the country’s administrative and regulatory environment, coordinating with relevant stakeholders and advancing complex investment and development initiatives. During this phase of his career, he participated in the development of several high-profile tourism, residential and industrial projects.
